This report was drafted by the Monitoring Group of Non-Governmental Organizations of the Gjilan region, who have gained knowledge and practical skills through workshops for applying lessons on public procurement monitoring, organized by the CiviKos Platform within the USAID Transparent Municipality activity. , Effective and Accountable (USAID TEAM).
Participants in the series of workshops were: 1. ArdianĂ« Ahmeti – KCIC – Gjilan 2. Vjose Avdiu – KCIC – Gjilan 3. Sherafedin Vranja – Dardana Press – Kamenica 4. Vjollca Ramabaja – Transparency, Monitoring – Gjilan 5. Besime Maliqi – NOPM-Kamenica 6. Valentina Veseli – KAND – Gjilan
The goals of these workshops are: (I) activating local NGOs to monitor tenders at the municipal level; (Ii) training NGOs to analyze tender findings and detect potential misuses in public procurement with direct support from engaged facilitators; and (III) NGOs are able to prepare and publish reports on their findings when monitoring public procurement at the municipal level.
During the workshops, the Monitoring Group selected the monitoring of the procurement activity entitled “Regulation of the Square on the Mirusha River-South” with procurement number 651-18-5661-5-2-1 and estimated contract value of 294,894.40 Euros.
The findings of monitoring the development of this procurement activity reveal the need to strengthen the rule of law from the procurement planning phase to the signing of the contract, as well as increasing the accountability of public officials who are directly or indirectly involved in initiating and procurement implementation.
