Ky dokument ka për qëllim që të ofroj udhëzime praktike dhe efektive për organizatat joqeveritare apo individët të cilët dëshirojnë të monitorojnë prokurimin publik në nivel lokal. Monitorimi i prokurimit publik mund të jetë një sfidë e vështirë për organizatat të cilat për herë të parë duan të fillojnë të merren me këto monitorime, sidoqoftë përmes këtij udhëzuesi synohet që monitorimi i prokurimit publik të jetë më i lehtë për këto organizata. Zyrtarët publik, shpesh herë mund të fshihen prapa legjislacionit të gjerë i cili ndonjëherë mund të ketë dykuptimësi për të arsyetuar secilin veprim të tyre edhe atëherë kur nuk është në interesin e qytetarëve.

Udhëzuesi do të t’iu ofrojë metodologji praktike për të ardhur më lehtë deri tek shkeljet të cilat janë më të zakonshmet në procedurat e prokurimit publik. Kjo do t’i mundësojë organizatave joqeveritare apo monitoruesve të tjerë, që më shpejt, me më pak përpjekje t’i gjejnë parregullsitë dhe të avokojnë për përmirësimin e adresimin e tyre.. Platforma CiviKos është e kontraktuar për ngritjen e kapaciteteve të shoqërisë civile për të monitoruar prokurimin publik në nivel lokal ne kuadër të projektit Komunat Transparente, Efikase dhe Llogaridhënëse (TEAM) i USAID-it dhe ky udhëzues është pjesë e këtij projekti.

Participants in the series of workshops were: Arbenita Topalli – INPO Egzon Mustafa – CEDF Qendrim Hoxha – LDA Tringa Raka – Leaves Valentina Abazi – INPO

The aims of these workshops are: (I) activating local NGOs to monitor tenders at the municipal level; (Ii) training NGOs to analyze tender findings and detect potential misuses in public procurement with direct support from engaged facilitators; and (III) NGOs are able to prepare and publish reports on their findings when monitoring public procurement at the local level.

During the workshops the Monitoring Group has selected the monitoring of the procurement activity entitled “Construction of physical education hall in the village of Gaçkë – second phase” with procurement number 656-18-1767-5-2-1, with estimated contract value 100,000,000 €.

Findings from monitoring the implementation of this procurement activity reveal the need to strengthen the rule of law from the procurement planning phase to the signing of the contract, as well as increasing the accountability of public officials who are directly or indirectly involved. in initiating and implementing procurement.

The findings of monitoring the development of this procurement activity reveal the need to strengthen the rule of law from the procurement planning phase to the signing of the contract, as well as increasing the accountability of public officials who are directly or indirectly involved in initiating and procurement implementation.

This report is drafted by the Monitoring Group by Non-Governmental Organizations from the Region of Peja, with those that gained knowledge and practical skills through applied learning workshops on monitoring public procurement, organized by CiviKos Platform supported by USAID Transparent, Effective and Accountable Municipalities activity in Kosovo (USAID TEAM)

The Monitoring group has monitored the tender “Asphalting of Local Roads in Village Vitomericë”. This tender was initiated by the contracting authority Municipality of Peja. This project was planned for completion in 2018/19. The majority of the budget for this tender is funded by the Ministry of Infrastructure (MI), but the procurement for this tender was conducted by the Municipality of Peja. According to the budget of this project, the amount from the MI was 160,720.00 € in 2018, while in 2019 the MI planned to provide 15,000.00 €. The Municipality of Peja plans to cover the remaining 48,150.20 €.
